What CEFR level do I need to live and work in Germany?

It depends on your goal. Most work visas have no German requirement at the point of entry, but B1 is needed for permanent residence and B1 (oral and written) for citizenship. Healthcare professions require B2 to C1 for the Fachsprachprüfung. See the Work and Stay chapters for details.

Which German certificate is accepted for a university application?

Most German-taught programs require C1: TestDaF TDN 4 in all four sub-skills, DSH-2, Goethe C1/C2, TELC C1 Hochschule, or ÖSD C1. Some bachelor's programs accept B2. English-taught programs often have no German requirement. Always check the specific program's admissions page.

Do I need a German certificate for the EU Blue Card?

No German certificate is required to obtain the EU Blue Card visa itself. However, reaching B1 cuts the path to permanent residence from 33 months down to 21 months, and B1 is also required for the Niederlassungserlaubnis.

Can I become a German citizen without speaking German?

No. The 2024 StARModG reform requires B1-level oral and written German. Applicants must pass a naturalization test (Einbürgerungstest) unless an approved B1 certificate is submitted. Exemptions exist for documented inability to acquire language skills.

Which exam should I take: Goethe or TELC?

Both are widely accepted for the same purposes. Goethe-Zertifikat exams have more test centers globally and are the most recognized for immigration and university use. TELC offers similar acceptance and is often cheaper in some countries. For university admission, check whether the target university lists TELC C1 Hochschule specifically.
